Problems:- 11 to 20 million illegal immigrants currently living in the U.S.- The “Brain Drain” i.e. when intelligent foreign students come here to study and then return back to their countries because they can’t stay for immigration reasons such as the inability to receive a visa extension or find a company who will sponsor them as they try to attain U.S. citizenship. Depending on the visa type, once a foreign student finishes studying in the U.S., their visa requires them to return Obviously, some decide to stay illegally and make up a portion - albeit I believe a very small one - but the majority return to their respective countries…thereby taking what they learned in the U.S. with them. This is a great experience - the problem is when these people want to stay in the U.S. and cannot.UPDATE: Bush wants to throw some more money that is not his at a problem that cannot be solved until we fix the process. Read “USA losing its advantage drawing foreign students” here.
